Council rejects single bid for hydroelectric pump replacement after it exceeds estimate

Kankakee City Council voted on Feb. 3 to reject the only bid received to replace and relocate a pump at the city’s hydroelectric plant after staff said the single bid was about double the engineer’s estimate.
Superintendent Newton told council the replacement would relocate the pump from the downstream to upstream side of the powerhouse to improve accessibility and serviceability; the single bid that arrived was for $455,191. Staff described alternatives, including returning to a simpler, historically used configuration with periodic manual cleaning of filters rather than installing a self-cleaning filter, and said they would return with revised scope and estimates.
The council adopted the resolution to reject the bid on a recorded vote that registered 13 ayes and one abstention. Staff said the city must accept or reject bids within 30 days and recommended rejection so the project could be re-scoped.

Next steps
Staff will revisit the design options and procurement approach and return to council with revised proposals and cost estimates. Council did not approve an alternative at the meeting and no contract award was made.
