- Cannabis use variation for 3900 Mercy Drive (Item 6D): Council approved an ordinance granting a use variation to allow an adult-use cannabis craft grow in conjunction with an adult-use infusion facility at the property. Director Palorecki explained the facility will not cultivate on-site but needs a craft grow license to handle and process raw material brought in for infusion manufacturing; staff added odor and ventilation conditions and the ability to suspend operations if neighbors complain about odor. The motion was made by Alderman Miller and seconded by Alderman Zanti; the roll call recorded approval.

- McKenney Middle School track and field & parking (Item 6G): Council approved a conditional use permit to add a recreational track and field at McKenney Middle School and expand parking by 54 spaces; planning conditions restrict temporary bleachers and there are no plans for field lighting at this time. The applicant said the district would like community access but will limit heavy community use to protect the track surface.

- Riverwood Elementary bus lane (Item 6H): Council approved a conditional use permit to expand the Riverwood Elementary parking area to create a rear bus stacking lane on school property, moving bus stacking off Glenbrook and out of the public street. Planning staff said expanded drainage will route to an existing on-site detention basin. The motion included a waiver/consolidation of a public hearing fee for District 15 when applicable.

- Public Works Director recruitment agreement (Item 6I): The council approved a master services agreement with MGT Impact Solutions (formerly GovHR) to conduct full recruitment services for a new Public Works Director, with the contract subject to City Attorney David McArdle's review. The motion set a fee of approximately $24,000 for recruitment services and emphasized a thorough national search; council members reiterated they prefer taking the time to find the right candidate.
