DuPage County Community Development Commission Executive Committee approves CDBG modifications, hears HUD funding update

DuPage County’s Community Development Commission Executive Committee on Feb. 4 appointed a temporary chair for the meeting, approved two first modifications to Community Development Block Grant (CDBG) agreements and heard a staff update on recent federal funding uncertainty.

The committee voted to appoint Member Projewski as chair for the Feb. 4 meeting after Chair Chasse and Vice Chair LaPlante were not present. The committee also approved the minutes of the Jan. 7, 2025 meeting and approved recommendations to authorize first modifications to CDBG agreements for the People’s Resource Center (item 25-0399) and for Catholic Charities Diocese of Joliet (item 25-0400). All motions were moved, seconded and carried by voice vote; no roll-call tallies were recorded in the meeting transcript.

Mary, a department staff member, briefed committee members on a recent federal funding interruption that briefly threatened HUD-funded draws. “We have received those funds,” Mary said, noting staff submitted a draw request when a temporary freeze was expected and that the draw was paid out. She cautioned, however, that uncertainty remains around possible changes to federal requirements, including diversity, equity and inclusion-related obligations in the consolidated plan and project outreach. “We really don’t know,” Mary said about how future executive actions might affect those requirements.

Mary also told the committee the federal continuing resolution that funds 2025 remained in effect and was due to expire on March 14, 2025; she said the local program year begins April 1 and that final federal allocations might not be confirmed until after March if the federal budget remains unresolved.

The committee set its next meeting for March 4, 2025 and adjourned.
