The Winter Haven City Planning Commission on Feb. 4 approved a rezoning request from Avid Group LLC to change a 4.89-acre parcel at the southwest corner of Dundee Road and Overlook Drive Southeast from Industrial Light (I-1) to Commercial Highway (C-3).
Heather Reuter, senior planner, described the site as undeveloped woodland adjacent to the Overlook Ridge subdivision and near existing commercial construction at the Shops at Country Club. Reuter said the parcel’s future land-use designation and the surrounding pattern of development support C-3 zoning and that rezoning would align the parcel with nearby commercial development. “Staff…does recommend approval of P25-05, and it’s forwarding the city commission for final action,” Reuter said.
According to staff, the petitioner intends to create a three-lot commercial subdivision with uses and development standards consistent with C-3; staff indicated rezoning would not change the parcel’s maximum development potential under the future-land-use plan and therefore would not increase infrastructure demand beyond current allowances. Commissioners asked what buffer would be required along the existing houses; staff replied that the required buffer depends on the specific C-3 use but that a Type F buffer (approximately 10 feet with a fence) is likely for certain uses.
No members of the public spoke for or against the rezoning during the public-comment period. A commissioner moved to approve the rezoning as presented, a second was recorded, and the commission approved the motion by voice vote; no roll-call tally was recorded in the transcript. Staff will forward the rezoning to the City Commission for final action and will perform final concurrency and site-plan review at the time of development submittal.
