The Winter Haven City Planning Commission on Feb. 4 approved a special-use permit to allow a childcare facility at 121 Bates Avenue.
Staff recommended approval, saying the 0.21-acre site contains a 1,080-square-foot building constructed in 1945 and that the petitioner intends to redevelop the parcel (along with two adjoining parcels) for a standalone childcare facility. Christian, senior planner, told commissioners the proposed operation would employ about 10–15 people and that a childcare facility of that size can be expected to generate approximately 78 peak-hour vehicle trips, which staff said the adjacent roadway network can accommodate. “Staff recommends approval of case number P25-01S, subject to the conditions that’s found in the agenda packet,” Christian said.
Under the proposal the petitioner would either use the rear of the subject parcel as an outdoor play area and continue to use the existing building for daycare operations or rental, or ultimately demolish the two existing buildings and redevelop the entire site as a standalone day-care facility. Because the two adjacent parcels are zoned C-3 (Commercial Highway), staff said the childcare use is permitted on those parcels; the property in question is in the MX (Mixed Use) district, so the special-use approval is required. Christian noted site-plan review will be required to ensure code compliance if the change of use proceeds.
There were no members of the public who spoke for or against the request during the public comment period. After a brief opportunity for commissioners’ questions, a commissioner moved to approve the special-use request as presented; another commissioner seconded the motion. The commission approved the item by voice vote; no roll-call tally was recorded in the hearing minutes.
The decision forwards any required site-plan review and code compliance to staff review and returns to the city’s development-review process. The agenda packet lists conditions of approval that the commission attached; those conditions must be satisfied during site-plan review.
