Law enforcement committee members and the board heard from Jay Kiefer (Briar Patch) and Chief (police) regarding the MOU and the benefits of a faster restorative pathway rather than lengthy case backlogs. The steering committee reported last year’s activity (21 cases in 2024 with 10 successfully resolved, two unsuccessful and nine carried over) and described plans for strengthened high‑school partnerships, victim advocacy and expanded restorative justice circles.
The board voted to adopt the MOU, which the law enforcement committee recommended. The committee said that adopting a restorative model aligns Cottage Grove with surrounding municipalities and should shorten time to resolution for juveniles while expanding support services.
