She also explained the county had encumbered funds for new fire trucks in the fire district fund; because manufacturing lead times are long—about 18 to 24 months—those vehicles may be paid across multiple budget years and could be carried into the next fiscal year because delivery is not expected until December.
Commissioners also asked about paving and sidewalks listed on the amendment. Miss Dyer said some sidewalks on Carver Road were funded through a transportation program referenced in the meeting as the “t splotch,” and that the city completed its portion so the street is now walkable. The exact funding source name was stated in the meeting as “t splotch” and the amendment list included a line described by staff as a $3,000,000 allocation through that transportation program for sidewalks.
No final vote on the budget amendments was taken during this meeting. The board agreed to consider the proposed amendments at the 6:00 p.m. meeting later the same day.
Less-critical logistical details discussed included payroll and staffing observations: Miss Dyer noted that many encumbrances represented services or purchases already completed and that the county’s staffing levels improved compared with prior periods, which reduced reliance on supplemental adjustments.
