Taos Housing Partnership says contract with Taos County signed; work to fast-track ARPA spending and administrative manual

Lisa O’Brien of Taos Housing Partnership told the Taos County commission on Feb. 4 that the nonprofit signed its contract with Taos County on Dec. 30 and mobilized staff in early January to begin implementing a program to use ARPA funds.
“Ours is a fast track — we pushed a three-year proposal into two years to coincide with spending all of the ARPA dollars,” O’Brien said during the public comment period. She told commissioners that subcontractor agreements are in place with Project Moxie and with Site Southwest (Carlos Emora) and that the Partnership will meet with county planning staff every two weeks to keep implementation moving.
O’Brien said the partnership is advancing two near-term items: implementation support for the county’s short-term rental ordinance (approved in October) and a county administrative manual she described as the “welcome mat” for private investment that uses public subsidy. She said the administrative manual is likely to come before the commission in early March and will define roles, responsibilities and how public subsidy will be managed for private housing development.
O’Brien also said the group is adjusting its calendar because the state legislative session has members of her team engaged; she asked for patience as modes of reporting updates to the commission are worked out.
