Under-sheriff briefs commissioners on updated civil-fee schedule, camera MOUs and grants

Under-sheriff Kevin Ritchie briefed the Board of County Commissioners on Feb. 4 about several operational items for the sheriff's office, including proposed updates to civil-process fees, interlocal agreements for cameras and a routine federal grant acceptance.
Ritchie said the county's civil-process fees had not been updated since 2011 and noted several proposed changes, the most significant being an increase in the per-mile reimbursement rate from 55.5¢ to 70¢ to align with the county mileage rate and a county proposal to move to a nonrefundable-fee policy to reduce administrative refunds for very small amounts. "We'd like to move to a nonrefundable, nonnegotiable, which is the same as other counties doing," he said.
Ritchie also described a proposed memorandum of understanding with Public Works to allow county license-plate-reader cameras (and related signage/pole attachments) on county right-of-way and an authorization to enter an agreement with Avista to temporarily attach cameras to Avista poles; the work includes coordination with the vendor operating the license-plate-reader system to avoid signal interference.
Ritchie reported a city-of-Spokane-Valley contract amendment request to add 10 positions and said staff had reviewed indemnity language as part of the amendment. He also reported acceptance of a $10,750 STOP (Violence Against Women) grant to fund training in domestic-violence and sexual-assault units.
Ending: Commissioners asked staff to forward the civil-fee schedule and MOU language for review; Ritchie and staff said they would return with final draft agreements and requested items for board approval at a regular meeting.
