Hamblen County Commission approves reappointments, rezoning, grants and a school budget amendment

At its Jan. 23 meeting the Hamblen County Commission approved two ag-extension reappointments, two rezoning measures, opioid-abatement nonprofit grants, a nearly $918,153 school budget amendment, a homeowner rehabilitation grant application and a law enforcement hiring/retention grant application.
The Hamblen County Commission on Jan. 23 approved a package of routine and substantive measures affecting county planning, education and grant funding.
Key actions approved include reappointments to the agricultural extension committee, two zoning map changes, opioid-abatement nonprofit funding, a Hamblen County Department of Education budget amendment and applications for disaster-recovery and law-enforcement recruitment grants.
Reappointments and nominations: Commissioners reappointed Tom Rush to the agricultural extension committee by voice vote and later approved Steve Miller by unanimous roll call following nomination and second.
Rezoning: The commission approved resolution 25-01 to rezone a parcel on Silver City Road from A-1 to C-1 for storage/warehouse use and resolution 25-02 to rezone parcels on Reeds Chapel Road from R-1 to A-1 to reflect an existing convenience store; both passed 13-0.
Finance and grants: The finance committee recommended and the commission approved opioid-abatement allocations of $85,000 to Bread Breath of Life Ministry men's home, $10,000 to the Hamblen County Substance Abuse Coalition and $67,140 to Stepping Out Inc.; the vote to approve those allocations was unanimous. The commission also approved Hamblen County Department of Education budget amendment No. 5, an increase of $918,152.95.
Disaster-recovery grant: The commission authorized application for the East Tennessee Disaster Recovery homeowner rehabilitation grant program (resolution 25-03). Presenters said the county is eligible for funds after recent flooding and that award would generate additional assistance targeted to eligible homeowners; the county's notice of intent had already been filed and the county anticipates receiving roughly $1 million in assistance for Hamblen County.
Law enforcement hiring and retention: The commission approved application for Tennessee Law Enforcement Hiring, Training and Recruitment Program funds. Committee members noted the program provides staggered retention payments over three years and that the county would be responsible for roughly an 18% tax obligation on award payments that cannot be withheld from participant payouts.
