A county official reported three top legislative priorities from the County Commissioners Association and said Beaver County would consider joining a National Association of Counties (NACO) resolution to make poll-worker pay tax-exempt.
The official identified the three CCAP priorities as reauthorization and an increase to the 9‑1‑1 surcharge, a base funding increase for county mental-health services, and reforms to vote-by-mail procedures. “County mental health, the base funding increase. Again, every county's struggling with behavioral health issues,” the official said.
The official also described a bipartisan NACO resolution urging that payments to poll workers be excluded from taxable income and Social Security taxation as an incentive to recruit poll workers. “I’d like to add our names to this as well,” the official said, noting poll-worker pay is often modest and recruitment has been difficult.
No formal county vote or directive to join the NACO resolution was recorded during the public session. Commissioners proceeded to other agenda items and later moved into an executive session for personnel and contract negotiation matters.
