Russell described prior practice in which sheriff’s employees received compensation in kind (an alternate day off) or eight hours of pay when administrative offices were closed and said that inconsistency after the county adopted a unified personnel policy in August 2022 had generated employee frustration. Committee members said the personnel policy lacks clear language on whether such administrative closures should result in paid time — and if paid time is provided, how many hours should be credited (eight, 12 or 24). The chair and other commissioners emphasized the need to craft a fair, clear policy that applies consistently to county employees and first responders.
The committee asked the sheriff and county staff to provide prior inclement‑weather language and to propose draft policy language that defines an administrative closure, which employees qualify for paid time (or compensatory time), and the number of hours credited. The committee agreed to add an inclement‑weather policy item to the next Personnel Committee agenda for resolution.
