The Personnel Committee postponed consideration of a new time-clock policy after Human Resources staff described an upcoming implementation of a cloud-based time and attendance system and committee members raised operational questions.
Amy, a Human Resources staff member, told the committee the system (Attendance On Demand) will replace paper timesheets with an electronic clock-in/clock-out process that can be accessed by computer, phone or kiosk. The system can be configured with geofencing so employees can be limited to clocking in at approved locations; it supports different rules for varied schedules (eight-, 10- and 12-hour shifts) and will automatically calculate hours, vacation and sick leave balances. HR staff said the system will round to standard intervals (the committee discussed a seven-minute rounding window and quarter-hour calculations) and will generate reports of missed punches for supervisor review and editing.
Committee members raised concerns about law-enforcement use, in-trip clocking, dispatchers and connectivity in patrol vehicles. Members noted staged implementation across departments and asked HR to provide more detailed written language and operational guidance. The committee moved to postpone the policy so members could review the draft and suggest edits; the motion passed and the policy will return to the committee for further consideration.
