Assembly committee adopts 2025 standing policies for Legislative Operations and Elections

The Assembly Committee on Legislative Operations and Elections adopted its 2025 standing policies at its first meeting, approving the rules by voice vote after a staff overview.

Haley Proll, committee policy analyst, told the committee that “the 2025 standing policies before you are the same as the standing policies adopted by this committee in 2023 with no changes.” The policies are posted on NELIS.

The policies set requirements for persons appearing before the committee (including providing 10 hard copies of materials for members of the public), ask members to notify the chair in advance if they must leave a meeting for an extended period, and require those testifying to state whether they support, oppose or are neutral on a bill or resolution. Public comment is limited to two minutes per person. The policies also direct that electronic devices be silenced and state that lobbyists, the press and members of the public may not approach the dais during hearings.

Assemblymember Cecilia Gonzales moved to adopt the policies; Assemblymember Monroe Moreno seconded. The committee approved the motion by a voice vote. The chair announced, “All those in favor, please say aye,” and the motion carried.

The committee staff and members noted that these standing policies are intended to complement the assembly standing rules and the joint standing rules of the Senate and Assembly and to create an atmosphere of courtesy and professionalism during hearings. No amendments to the 2023 policies were proposed during the meeting.

The committee will use the adopted policies during forthcoming hearings, including joint meetings with the Senate committee scheduled for later in the week.
