Tonia Brown of Advocates for the Inmates and the Innocent urged lawmakers to create a posthumous factual‑innocence mechanism so families can clear loved ones' names after death. “Justice should not stop at one's death,” she said, explaining her brother was wrongfully convicted and that newly discovered evidence surfaced only after his death.
Several callers described unsafe and unsanitary facility conditions: Sandra Valentino recounted extreme heat waves at Northern Nevada Correctional Center where, she said, people fainted and staff handed out ice; Crystal Moonyhan reported failing health inspections and chronic kitchen problems at a conservation camp, including a nonfunctional freezer and leaking sinks that cause mold growth; Nicole Williams and others recounted systemic delays or failures in implementing SB307 (solitary reform), AB121 (keep‑on‑person medications) and SB351 (visitation reform).
Family members and advocates repeatedly called for standardized visitation rules, faster applications for visitor approval, clearer dress‑code guidance and an end to inconsistent local practices; Laurie Beecher Valenzuela said visitation schedule changes, often with little notice, caused hardship for out‑of‑state family members and complicated long‑planned visits.
Public commenters described episodes of excessive force and poor medical care. ReturnStrong Associate Director Denise Bolanos said a January 29 mass night raid at Southern Desert Correctional Center involved striking doors, chemical agents and taser use across units and alleged the event was not properly recorded or reported; she asked the legislature to convene oversight hearings. Amelia Castillo and other callers described delayed medical responses, inconsistent medication refills and long waits for diagnostic imaging and follow‑up care. Callers said these failures put incarcerated people at risk of dehydration, untreated hypertension, diabetes complications and other serious consequences.
Multiple speakers highlighted conditions related to restrictive housing and solitary confinement. Ashley Shead said a loved one had spent 1,634 days in administrative segregation and urged lawmakers to consider the long‑term harms of prolonged isolation. Other callers said renaming or relabeling restrictive housing without substantive changes would not meet the intent of statutory reform.
Food quality and quantity were recurring concerns. Several callers described inadequate portions and limited fresh produce; Nancy Farrey said her son told her that receiving a banana or an orange was treated as a special event. Speakers asked the committee to examine contractor performance and to consider alternatives to improve nutrition and portioning.
Ending: Speakers asked the committee to hold oversight hearings, accelerate regulatory implementation of recently passed laws, standardize visitation and medical processes, and fund kitchen, cooling and infrastructure repairs; several asked the department to return to committee with concrete implementation timetables and data on staffing, medical fill rates and contraband interdiction.
