All World–Corvallis joint venture begins owner‑agent work for Regional 1 rebuild; commits to MWBE outreach

The committee heard that the joint‑venture owner‑agent team for the Regional 1 rebuild—All World Project Management working with a joint‑venture partner—has executed its contract and begun program‑management work.
Chris Acuff, principal at All World Project Management, said the joint venture contract was executed in November and that the team held a kickoff meeting attended by Regional 1 executives, including Dr. Brown. “We completed that contract, entered that contract back in November, had a kickoff meeting with our full team as well as a significant amount of executives from the Regional 1 team,” Acuff said.
Acuff described continuing work to translate service and program needs into design and procurement packages. He said the joint‑venture team is “beginning to think about what RFQ and RFP processes look like” and that outreach strategies will be designed to include MWBE firms. In response to questions from Janice Banks and other committee members, Acuff said the team is strategizing how to ensure MWBE design teams and contractors are included in RFQs and RFPs and that a formal outreach policy could be developed within the next one to two months.
Committee members also asked whether “good‑faith efforts” to include MWBE firms could be implemented before a formal MWBE program is adopted. Acuff said, “Absolutely, that's certainly what we want and we're committed to that,” and that more specific conversations are needed to define how those good‑faith efforts would operate in practice.
Why it matters: the owner‑agent team will shape procurement packaging, design splits and outreach that determine which firms can bid on work; early decisions on outreach and contract packaging affect MWBE participation.
The team said it will circulate a public‑facing dashboard URL to committee members and emphasized continued coordination with county staff and workforce partners as design and outreach plans are refined.
