Board approves consent agenda, refunds solar decommissioning bond and clears two plats

The consent agenda — approved by motion and voice vote — included: minutes from Jan. 21; claims; per diem and meal vouchers; approval of the 2025 human-resources technical assistance program; approval and signature on the 2023 Emergency Management Performance Grant; highway items to advertise for diesel fuel bids and to advertise and hire two part-time seasonal positions; planning and zoning approval of 2025 licenses to collect and transport solid waste; and authorization for the Sheriff’s Office to dispose of and sell firearms.
On a separate action, the board approved a $250,000 refund to DIVOC SG14 LLC. Planning staff said the original decommissioning check was provided in 2022 by the then-owner, Gordian Energy Systems, and that the purchaser, New Energy Equity, had since posted a $250,000 bond; the county approved refunding the original check to DIVOC SG14 LLC.
The board also approved the preliminary plat for Schmidt Acres (approximately 41.8 acres located in Sections 18 and 19 of Pepin Township; parcel numbers listed in the application) after the Planning Commission recommended approval by a 3–0 vote. The board approved the final plat for Tepeota Acres (parcels in Section 11, Greenfield Township) after the Planning Commission recommended approval by a 3–0 vote.
All of the above motions passed by voice vote with no substantive public comment recorded.
