Public hearing held on transferring municipal state-aid funds; decision deferred

Wabasha County Engineer Dietrich Flesch told the board that a public hearing was required by statute before transferring funds from the county’s Municipal State Aid account to the regular State Aid construction account. “Public hearing is required by statute before the transfer,” Flesch said.
Flesch said the transfer would allow the county to maximize use of state-aid funds this year; when asked by a commissioner about the amount, Flesch said it was “approximately $550,000.” Cities were notified of the hearing and Flesch said no feedback had been received.
No members of the public spoke. The board moved to close the hearing by recorded motion and vote; the motion carried. After brief discussion, the board did not complete the transfer at the meeting and staff said the matter will be brought back at the next meeting for further action.
No formal vote to effect the transfer occurred at this meeting.
