The council unanimously approved rezoning 2869 Grant Avenue from CP‑3 commercial to R‑4 multi‑family with a conditional overlay that requires subdivided units for individual ownership, staff said on Feb. 4.
Planning staff described the lot as a small, irregular parcel amid R‑4 and single‑family neighborhoods where a CP‑3 “tentacle” extended into the residential fabric. Staff said the Jefferson Community Plan anticipated that this pocket could be rezoned to R‑4 and that the overlay language limits development to single‑family, subdivided townhomes/condominiums or small multi‑unit ownership buildings.
Applicant representative Ray Ostler (participating remotely) said the rezoning responds to the planning commission recommendation and intends to preserve opportunities for individual ownership instead of investor‑owned rental properties. Planning staff and the applicant noted the site’s narrowness and that any future development must meet parking, orientation and other development standards, including a requirement that units face the street.
Public comments from nearby business owners raised concerns about parking and compatibility between existing commercial uses and future residential units; planning staff said existing commercial uses remain and are not forced to rezone by this action.
Councilmember Myers moved to adopt ordinance 2025‑5; Councilmember Chaburka seconded. A roll call vote recorded ayes from Councilmembers Graff, Hyer, Myers, Blair, Chaburka, Vice Chair White and Chair Richey; the motion passed.
