The Clay County Commission unanimously approved Resolution 2025‑36 to designate the National Institute of Truth Verification (NITV) as a sole‑source vendor for the county sheriff’s office to purchase Computerized Voice Stress Analyzer (CVSA) instruments and training.
Captain Amy Agderian of the Clay County Sheriff’s Office explained the CVSA is a voice‑stress instrument used in hiring interviews and administrative or criminal investigations; she emphasized it is not a polygraph and requires specialized training to interpret results. Agderian told the commission that NITV is the sole vendor for the CVSA instrument and that the agency has purchased identical instruments from NITV in the past to maintain consistency.
Agderian said both instruments plus training are covered by a Justice Assistance Grant (JAG) the sheriff’s office received last year; she estimated the instruments cost about $12,000 each. Commissioners asked whether applicants are informed when the device is used and whether the interviewer views readings in real time; Agderian said the subject is informed and the tool is used conversationally during interviews so follow‑up questions can be asked.
Commissioner Whittington moved to approve Resolution 2025‑36. The motion passed on a roll call vote: Wellington, Thompson, Carpenter, Lawson and Wagner voting yes.
The commission did not appropriate county general funds for the purchase; Captain Agderian said the JAG grant will fund the instruments and training.
