Todd County schedules comprehensive-plan kickoff meeting for April; public survey and outreach to follow

Todd County planning staff reported at the Jan. 21 work session that the county’s comprehensive-plan update process will kick off in mid-April and include a public survey and a series of planning meetings.
Region 5 plan writer Savannah will provide a survey template for staff review; the survey will be sent roughly a month before a public kickoff event. Staff proposed April 15 (Tuesday evening, tentatively 6 p.m.) for the kickoff and said an off-site venue will be needed because the county board room is likely too small. Browerville Community Center (referred to in discussion) was suggested as a centrally located option. Planning staff said they expect to assemble a planning team of 7–15 people, hold about five planning meetings, and aim for a completed plan for adoption around March 2026.
Commissioners asked about scheduling and recording requirements for off-site events and whether attendance by one or more commissioners at subsequent meetings would be tracked; staff said they would notice kickoff meetings and coordinate logistics and availability of commissioners. Staff also said they will gather additional information about cannabis (medical vs. recreational) through coordination with Douglas County staff and regional contacts and will provide an update after those conversations.
The planning-team recruitment, survey review and venue scheduling are next steps; staff will notify the board of the confirmed date and location once arrangements are finalized.
