Board approves new solid-waste operations technician position; prior lead-operator job to be removed later

The Todd County Board of Commissioners on Jan. 21 approved a new operations technician position in the Solid Waste Department to support the planned opening of a new transfer-station facility. The action authorizes county staff to fill the new position; the currently listed lead operator job description is vacant and will be removed by a later board action after the new position is filled.
Solid-waste staff and the solid-waste committee recommended the new role because expanding duties tied to the transfer-station project require an additional operations technician. The job was evaluated by Gallagher and assigned a grade with the suggested hourly range of $24.85 to $32.78; Human Resources noted that actual wages are subject to ongoing labor negotiations and collective-bargaining outcomes. The board discussed whether to do the termination of the prior lead-operator job and creation of the new job as two steps. Staff said they would return with the formal board action to remove the lead-operator job after the operations technician position is filled.
Commissioner Denny moved to approve the new operations technician position and Commissioner Newman seconded. Following discussion on process and next steps, the motion passed on a voice vote. The county coordinator and human-resources staff said they will bring the follow-up removal action to a future meeting and that the budgeted funds are available in the solid-waste enterprise fund.
