Legislature creates select committee, funding to recalibrate school‑finance model

Speaker of the House Eric Nyman explained that the select committee will include six members appointed by the Senate president and six members appointed by the House speaker, with minority representation on each side. The committee’s charge is to review the block‑grant model, study charter‑school funding, consult experts and return recommendations — including any enabling legislation — to the Legislature. The committee is to report its findings and drafted legislation when complete; the select committee will remain in existence through Feb. 9, 2026.
Management Council estimated a cumulative budget of roughly $920,000 to support the recalibration, covering travel, expert consultants and staff work. Speaker Nyman said the effort will be extensive and will require stakeholder hearings across the state to evaluate the cost basis of current program weights and the "basket of goods" used in the funding model.
Why it matters: Wyoming’s school‑funding formula drives distributions to 48 school districts and finances dozens of small, rural schools. A full recalibration can materially change per‑pupil funding, weights for special programs and compensatory adjustments for district size.
What’s next: Appointment letters will be issued for committee members; the committee will begin hearings and data work as directed in the statute created by the bill.
