Commissioners approve $320,000 budget transfer to finish Workday Adaptive Planning implementation

Calvert County commissioners on Jan. 28 approved a $320,000 budget amendment to fund the final phase of the county's Workday budgeting module, Workday Adaptive Planning.
The Department of Technology Services held a public hearing before the vote. Steven Perera, director of Technology Services, told the board the amendment (BA 2025-000254) moves $320,000 from the Public Safety Technology Systems project (CIP 000170) to the Workday Adaptive Planning implementation project (CIP 000434). He said the request follows the county's December 2021 agreement with Collaborative Solutions LLC to deploy Workday and expands the deployment to include the budgeting module.
Perera explained the proposed $320,000 covers three items: scope expansion ($70,000) after the adaptive statement of work identified gaps; staffing support ($200,000) to bring in experienced adaptive contractors while in-house staffing shortages persist; and a $50,000 contingency (about 10%). Bruce Miller, the county finance director, said the $200,000 estimate reflects contractor hours converted to an hourly rate and is adequate for the anticipated phase.
Perera said the county is targeting a June 30 go-live date to use Adaptive Planning for next year's budget process, replacing the current Excel-based workflow. He and Miller told commissioners they expected the system's built-in features (including AI-enabled analytics) to reduce manual effort once fully in place and that many upgrade and maintenance functions are delivered by the vendor as part of the SaaS contract.
The board voted, by voice, to close the record and adopt the resolution and BA 2025-000254. No public commenters signed up to speak at the hearing.
Ending: County staff will proceed with the adaptive-module implementation and report back on project milestones and first-year use for the FY2026 budget cycle.
