Monona panel approves contract for design of Well 4; $148,000 budgeted in 2025 capital plan

The City of Monona Finance and Personnel Committee approved Resolution 25-2-2773 on Feb. 3, authorizing a professional services agreement for design of Well 4. Committee members said the city included $148,000 for the contract in the 2025 capital budget.

City staff described the agreement in the meeting packet as a draft design contract for Well 4 from the consultant named in the packet (referred to in the packet as Bierbecker). The draft agreement lists eight task orders and a schedule that shows the bulk of the work occurring in 2026, with only limited tasks planned for 2024–2025. Construction management services are not included in this design agreement; staff said construction management will be a separate contract after budgeted funds are available in 2026.

Committee members asked whether the design scope includes preparing bid documents; staff confirmed it does. Members also discussed the timing and relationship between the well project and other capital projects, including a potential new city hall. Staff said Well 4 is the city’s shallowest well with poorer water-quality characteristics compared with deeper wells, though it still meets EPA standards; the site has been used for Well 4 since the early 2000s and staff recommended proceeding with the design and site investigations.

Committee members noted that if city hall expansion does not proceed, the well work could still move forward and that the wellhouse location complicates future building options on the parcel. A voice vote approved the resolution; the committee recorded no numeric roll-call tally in the transcript.

The agreement before the committee covers design only; staff said final construction management and construction contracts will be brought forward later, subject to 2026 capital budgeting.
