The South Burlington City Council on Feb. 3 held a public hearing to receive public feedback on a Vermont Community Development Program (VCDP) grant awarded to Summit Properties for the O'Brien Hillside development.
Paul Connor, director of planning and zoning, said the grant supported construction of two buildings totaling 94 homes at 418 and 438 O'Brien Farm Road. He told the council a substantial portion of those homes are permanently affordable, "many of which are well below the 80% threshold." Zeke Davison of Summit Properties was present online and reported the buildings reached full occupancy about a year after initial move-ins.
Councilors opened and closed the hearing after one on-line commenter asked whether the city expected more VCDP awards in future rounds. Staff said South Burlington has successfully pursued this funding source in the past and could seek additional awards; the city also uses its local Housing Trust Fund and inclusionary zoning to support affordable housing.
Residents at the hearing asked whether VCDP dollars can be used for parks, multigenerational facilities, or other community spaces; staff pointed to the city's forthcoming parks and open space master plan and encouraged public participation.
No council vote was required at the hearing; the hearing record will be part of the VCDP closeout documents.
