Bel Air approves right-of-way deed and public-works agreement for Standard on Bond mixed-use project

The Bel Air Board of Town Commissioners on Feb. 3 approved a road-improvement right-of-way deed and a companion public-works and developer agreement with the Standard on Bond joint venture, the developer of a proposed mixed-use five‑story building at the intersection of Bond Street and Lester Way.
Mr. Klein presented the deed and agreement. As a condition of development, the owners will convey 0.055 acres of right-of-way along Lester Way to the town to allow street upgrades and widening. The public-works agreement obligates the developer to construct street improvements, storm drains, curbs, gutters and sanitary infrastructure in accordance with approved engineering plans; construction will be inspected by a private agency on behalf of the town. Upon final acceptance, the town will assume ownership and maintenance of the new infrastructure in the dedicated right-of-way.
Commissioner Rutledge moved to approve the road improvement right-of-way deed; Commissioner Chance seconded. The board approved the deed with the following recorded votes: Commissioner Rutledge — aye; Commissioner Chismar — aye; Commissioner Taylor — aye; Commissioner Chance — aye; Chair (Mayor Edding) — aye.
The public-works and developer agreement was then presented and approved. Commissioner Rutledge moved that the public-works agreement between the Standard on Bond JV and the Town of Bel Air be approved; Commissioner Chismar seconded. The board voted: Commissioner Rutledge — aye; Commissioner Chismar — aye; Commissioner Taylor — aye; Commissioner Chance — aye; Chair (Mayor Edding) — aye.
No public comment was offered on these items at the meeting. Staff said the developer’s obligations will be inspected and certified prior to final acceptance; the town’s responsibility for maintenance begins after final acceptance of the constructed improvements.
