McAllen approves design contract amendments for Quinta Mazatlan projects and several budget amendments

The McAllen City Commission on Jan. 28 approved contract amendments for design changes at Quinta Mazatlan and approved several budget amendments, including funding for automated external defibrillators (AEDs) and sanitation land acquisition.
For the Quinta Park & Ride tunnel design (contract amendment number 6), staff said the added work covers structural and architectural design for a metal‑arch tunnel that will support vines and vegetative growth and include minor lighting. Staff recommended approving amendment number 6 in the amount of $43,500, which raises the total design contract value to $3,811,831.60. Staff said the construction budget for the tunnel is being planned at $1,200,000 based on previous schematic pricing. The commission approved the amendment.
Staff also presented contract amendment number 7 for the Quinta Mazatlan Palm Room to cover additional structural engineering associated with larger pipe penetrations required by removal of a pump house. Staff said testing showed sufficient water‑line pressure allowing the project to eliminate the pump house; that removal results in a construction credit of approximately $176,000. The Palm Room amendment covered construction documents and administration for the structural update; staff recommended approval of amendment number 7 in the amount of $4,600, which revises the total consultant contract to $3,816,431.60. The commission approved the amendment.
On budget items, staff recommended and the commission approved a budget amendment to cover AED acquisitions that were not included in the fiscal year budget; staff indicated the purchase will be paid from the department fund balance. The exact AED purchase cost was not specified in the meeting packet. The commission also approved a budget amendment related to sanitation funds to permit acquisition of parcels discussed previously for recycling‑facility improvements; staff said the action will allow the city to proceed with land purchases and later reconcile multiple funding sources.
