Council adopts Massey Oaks plan development amendment, reducing lot count after drill-site inclusion

City planning staff said the design change reduces the overall lot count by 11 and that future amendments to the future land use plan and thoroughfare plan will follow this approval. Staff displayed revised design plans showing the new drill site and the area where lots were removed.
Council noted the site's mineral rights and prior discussions before the Planning and Zoning Commission. One council member recused from discussion because of adjoining landowner status. The ordinance passed on second reading 5-1; the transcript records the final tally as five in favor and one opposed but does not clearly attribute the lone nay in the roll call.
Staff said the updated design plans were included in the meeting packet and that subsequent updates to the future land use and thoroughfare plans will be brought forward as follow-up items.
No amendments were made on the council floor. The council completed the item by calling the roll, recording the 5-1 result, and moving on to the next agenda item.
