Council actions update and senior planner Florence Buakko departing for Harris County role

A staff member reported that City Council approved the first reading for a Ward 2 Massey Oaks update 4–1 and scheduled a second reading for the following Monday. Two conditional use permits were also reported as approved: an arts instruction use (reported as 5–0) and an auto self-service wash approved 6–0 with seven proposed conditions. Staff said Council approved annexation for MUD 16 (Oak Road and Avalon Terrace) and awarded a contract to Baxter & Woodman to update the city’s Parks Master Plan.
Senior Planner Florence Buakko told the commission she will leave the city to join the Harris County Environmental Health Department as an urban planner. Buakko said she has served about five and a half years in her current role and that her last day would be the coming Friday.
Several commissioners used the discussion period to emphasize the commission’s role in applying the comprehensive plan and doing site-level due diligence. One commissioner urged that council members take the commission’s work and the adopted future land use map into account when voting. Chair Fuertes and other commissioners suggested adding a future agenda item to review the P&Z role, duties and the comprehensive plan process.
The commission set its next regular meeting for Tuesday, Jan. 21, noting the Monday holiday (Martin Luther King Jr. Day) that week.
