Council awards FM 518 utility relocation design contract to Cobb Finley; PEDC to reimburse city

The Pearland City Council on Jan. 13 approved an engineering design contract for relocation of city water and sewer utilities related to Phase 2 of the FM 518 widening project, awarding the work to Cobb Finley and Associates for a little over $1.6 million.
City staff said the design covers utility relocations between Old Chocolate Bayou Road and McLean Road and is intended to coordinate with a future TxDOT roadway construction contract. The Pearland Economic Development Corporation (PEDC) will reimburse the city for the design costs, and the city will later enter an Advance Funding Agreement with TxDOT so the utility work can be included in TxDOT's roadway bids and constructed alongside the widening.
Staff told council the same engineering firm is designing Phase 1 and was selected for Phase 2 through the qualifications-based selection process used for professional services. The design contract amount was negotiated based on proposed hours, scope and expected construction cost.
Council members asked procedural and cost-allocation questions about reimbursement and TxDOT's share of road versus utility costs. Staff said TxDOT will pay for utility relocations located outside TxDOT right-of-way and that exact cost-sharing specifics will be spelled out in the Advance Funding Agreement. Staff also said Phase 2 is expected to bid around 2027.
The motion to award the contract passed 5-2. Council recorded votes show five members in favor and two opposed; city staff will proceed with final contract negotiation and execution and with coordination among the city, PEDC and TxDOT.
The contract award authorizes detailed design work that will inform later construction costs and agreements with TxDOT and the PEDC.
