Councilmember Fields introduced the request, saying the volume of downtown events, markets and community initiatives has increased and the community program director needs support with scheduling, paperwork and event logistics. City Manager Rosenthal said the request does not add a new budget line: he intends to split an existing grant coordinator position and reassign half to the community programs office; the other half will be used in growth management for part-time code enforcement.
Public commenters voiced mixed reactions. Resident Fowler said he was initially concerned about midyear budget changes but accepted the city manager’s explanation that the position would not require additional appropriations. Several councilmembers emphasized the need for cross-training and backup so events can continue when staff are absent.
