Summary
Johnson County District Attorney Goode told the Burleson council he learned via the agenda that he had been removed as chair of the STOP task force and expressed concern about the task force changing its bylaws without notice; the council pulled the interlocal agreement from the consent agenda for separate consideration.
Burleson — District Attorney Goode addressed the council during the public comment period after the council removed a consent‑agenda item concerning an interlocal agreement for the STOP (Special Crimes/Offender) task force.
Goode said he learned — by seeing the council agenda — that the task force had changed its bylaws to remove the district attorney as chair. He said the task force had been chaired by the district attorney for more than 20 years and that the bylaws previously specified that the district attorney would chair it. Goode said he had not been contacted about the change and that the bylaws were altered after a prior chair lost an election.
"The task force changed their bylaws after I won my election but was not yet in office, removing me from that position," Goode said. "I have not been contacted by anybody from STOP. I have not been told that I am no longer on the board or that I had a place on the board."
Council action and context
Earlier on the consent agenda, a councilmember requested removal of agenda item 5F — described in the agenda as an interlocal agreement with Johnson County and participating cities for operation of the STOP offender program and special crimes unit — so it would not be rubber‑stamped. After Goode spoke, council confirmed the item was removed from the consent agenda and would be considered separately; Goode thanked the council for pulling it and asked to be informed if the matter returned.
The matter was not acted on at the meeting; Goode urged transparency and said he hopes the parties will work to resolve the change in bylaws.
Ending
The council removed the item from consent for separate discussion; no final action on the interlocal agreement was taken at the meeting.
