TDC members debate tourism-funded improvements at Cessna Landing and commercial use of county parks

Walton County tourism council members and staff discussed how tourism-development funds were used to improve Cessna Landing and other boat ramps, and whether commercial operators should be allowed to operate from county park facilities.

One council member said commercial operators renting pontoon boats and charter boats regularly use county ramps and that residents complain they cannot access launches: "It's become a really big issue, how upset residents are that they can't put a boat in." Another participant responded that tourism improvements were intended to benefit visitors and that many charter and rental businesses serve tourists.

A staff member who had previously served as a TDC attorney described a prior dispute about funding boat-ramp repairs. He said the TDC initially concluded some boat-ramp spending exceeded the scope of allowable TDC uses; the county attorney later wrote an opinion that the expenditure could be funded and the Board of County Commissioners made a legislative finding to support the spending.

Speakers suggested several paths forward: (1) clarify in the strategic plan the intended purpose of tourism-funded assets; (2) consider permit or business-license requirements if commercial activity operates from parks; and (3) evaluate whether funding and access decisions should prioritize visitor experience or local access. The workshop did not adopt any formal policy changes.
