At a Walton County tourism advisory workshop, staff and council members said the Tourist Development Council should return to longer strategic planning sessions and get budget proposals to the council earlier so members can review and give meaningful input.
The workshop, convened to discuss meeting format and other topics, opened with Matt, a Walton County tourism staff member, saying, "The point of today's workshop was really to provide the council an opportunity...to get together outside of a traditional council meeting" to discuss ways the council and tourism department can work better together.
Council members said the TDC used to conduct one- or two-day strategic planning sessions each year that informed the budget months before the county budget process. "Back in that day, your regular meetings were a lot less heavy lifting because you did this heavy lift," one member said, urging the group to re-establish multi-day planning and to build the budget from the plan. Another member noted state law requires the council to meet at least once a quarter but said the current practice of meeting every other month could be supplemented with quarterly workshops.
Members discussed concrete options: a return to a dedicated strategic-planning session to set long-term priorities and reserve targets, then have staff prepare budgets aligned to those plan categories rather than delivering a fully completed budget at the last minute. A staff speaker said the tourism plan now allocates funds by percentage ranges rather than fixed line-item buckets, which the council can still use to direct reserves and allocations.
The workshop also covered remedies if the council disagrees with expenditures: staff noted previous instances where the council raised concerns about administrative surcharges with the Department of Revenue (DOR) and renegotiated terms after sending formal notice.
Council members and staff agreed on two practical steps: (1) recommit to a structured strategic-planning cadence before the county budget cycle and (2) set clearer timelines so the council receives plan-based budget proposals early enough for review and comment. Several council members emphasized an ongoing annual review of multi-year plans to keep them responsive to rapid industry changes.
The discussion closed with staff saying a contract to execute a new strategic plan for 2026–2030 would go to the Board of County Commissioners soon, and council members urged that planning process begin promptly so the budget can follow the plan.
