The McAllen City Commission on an evening meeting approved a set of routine public‑hearing items including a rezoning and multiple conditional‑use permits, and tabled one conditional‑use permit application for a rooftop cocktail lounge to allow the applicant to address concerns about proximity to nearby homes.
Staff told the commission that the public‑hearing items were presented with a favorable recommendation from the Planning and Zoning Commission and that staff had not received opposition by phone, email or letter. The items approved in a single motion included a rezoning from R‑1 to AO and several conditional‑use permits for planned developments, a gasoline station and a food‑truck park. The commission voted to table one conditional‑use permit (item 1A6) requesting more detail from the applicant.
The postponed application is an initial conditional‑use permit for a cocktail lounge to operate from an existing 4,800‑square‑foot building with a rooftop concept identified in staff materials as “Azotea rooftop.” Staff said proposed hours were Monday–Thursday 11 a.m.–midnight, Friday–Saturday 11 a.m.–2 a.m., and Sunday 11 a.m.–3 p.m. The property was described as adjacent to the Spanish Oaks residential subdivision to the north. Staff reported surrounding land uses as offices, retail and single‑family residential and said the item had no recorded public opposition and was presented to Planning & Zoning on Nov. 5, where it received a favorable recommendation.
A commissioner raised concerns about potential noise and music from a rooftop lounge affecting immediately adjacent homes and asked that the item be tabled so the applicant could describe measures to mitigate impacts. The motion to table was made and seconded and carried.
No public speakers opposing the other routine hearing items were recorded and the commission approved those items by motion.
Looking ahead, the commission directed that the applicant return to describe the rooftop layout and proposed operational controls so commissioners can evaluate potential impacts to adjacent residents.
