Council unanimously backs resolution supporting Madeline low‑income housing tax‑credit application

Morgan Chegwieden, interim director of Neighborhood and Family Services, told the council the Madeline application seeks a letter of support to accompany a Texas Department of Housing and Community Affairs (TDHCA) tax‑credit application. Mario Trevino of Roundstone Development spoke about the proposal, which he said would rehabilitate a roughly 50‑year‑old property currently known locally as Bella Vista Apartments into 80 units with a clubhouse and amenity center.
Trevino described interior upgrades including new cabinets, countertops, flooring, windows and appliances; exterior work would include painting, landscaping, roof repairs, a renovated pool and improved fencing. He said the development team plans a mix of income targets, with most units designated for households at about 60 percent of area median income and some units at 30 percent and 50 percent of AMI. Trevino said the local area median income used in planning is approximately $65,000.
Chegwieden and Trevino said the owner would convert the market‑rate property to an income‑restricted community if awarded tax credits. After brief council questions about income targeting, Councilmember Larry moved approval of the resolution; Karen seconded the motion and the council voted 7-0.
The resolution is intended to accompany Roundstone Development’s application to TDHCA as the agency continues its scoring and selection process for the 2025 competitive credit round. The council’s action was a letter/resolution of support; no direct city funding was pledged in the council action recorded in the meeting minutes.
