French Hill final plat sent to City Council after 42nd Street right-of-way and turnaround questions

TEMPLE, Feb. 3, 2025 — The Temple Planning and Zoning Commission at its Feb. 3 work session reviewed the final plat for the French Hill Subdivision and agreed to forward the item to City Council while staff and the project engineers resolve a right-of-way discrepancy on 42nd Street and secure an exception for emergency-vehicle access.
Planning and Development Director Bridal Chandler said the French Hill plan returned to the commission after the applicant had to adjust plans while attempting to acquire an easement from Encore. Chandler said engineers for the 42nd Street project and the subdivision are not in substantive disagreement but currently show a two-foot discrepancy in the planned right-of-way. "It's a city project to accommodate the growth in that area. And there's a 2 foot, discrepancy at this point about right of way, by the engineer for the 42nd Street project and the engineers for this project," Chandler said.
Chandler told commissioners the subdivision also required an exception because a cul-de-sac as designed would be longer than city standards for emergency-vehicle access. The applicant proposed a knuckle (a shorter turnaround) so fire apparatus would not have to travel to the end of the street to turn around. "So, technically, that still requires an exception and goes to city council, but we're good with that," Chandler said, adding staff will include a condition that allows an adjustment to the plat if the engineers resolve the right-of-way measurements.
Chandler said the applicant had made changes significant enough to bring the plat back to the commission and that staff’s recommended condition would let the plat move forward to council without requiring it to return to the commission, provided the engineers agree on the right-of-way or the plat is adjusted accordingly.
The commission did not record a formal vote in the work session minutes other than to proceed with referral to City Council with the noted condition. The referral means City Council will consider the requested exception for the turnaround and any final plat adjustments tied to the 42nd Street right-of-way.
Why it matters: 42nd Street is shown as a future collector on the city's thoroughfare plan; unresolved right-of-way measurements could affect curb, sidewalk and utility placement for both projects and any future city roadway work. The exception for turnaround design touches emergency-services access standards in the city's Unified Development Code, which staff indicated may be revisited as part of a future UDC update.
What’s next: Staff said engineers for the French Hill Subdivision and the 42nd Street project will coordinate and, if an adjustment to the plat is required, staff will add a condition so the item can proceed to City Council without returning to the Planning and Zoning Commission. The council will consider the exception request and any plat revisions.
