Board reviews multiple policy updates; approves bullying, survey and hazing policies

The board’s policy committee presented updates to a range of district policies and the full board approved three policies by motion: 514 (bullying prohibition), 520 (student surveys) and 526 (student hazing prohibition).
Vice Chair Erica Ellenberg explained the district’s policy-review process: policies are updated to reflect federal and state law, Minnesota School Boards Association guidance and stakeholder feedback. Assistant Superintendent Nate Swenson described a proposed addition of cell‑phone language to policy 524 (electronic communications) that would formalize current practices and outline separate protocols for K–8 and 9–12; Swenson recommended revisiting MSBA’s recently released cellphone policy when 524 is fully re‑reviewed this summer. The board noted the policy committee will add explicit language about accommodations for students with IEPs or other learning needs.
Other policy discussions included class-size and teacher‑staffing language (policy 617) and the committee’s proposal to add an appendix to policy 617 containing the district’s class‑size guidelines for transparency; staff said para‑professional support is primarily student‑specific and largely managed through Special Student Support Services. Student assignment to teachers (policy 619) was clarified to state that principals will not accommodate requests for specific teachers. Student disability nondiscrimination (policy 521) was retitled to highlight Section 504 protections and staff suggested linking the policy to the district’s 504 information page to improve public access.
Several policies were discussed as information items and will return for full review; three were moved and approved at this meeting by voice vote.
