The motion, made by Supervisor Gallagher and seconded by Supervisor Alessio, instructs county negotiators to engage the Napa Solano Building and Construction Trades Council and the NorCal Carpenters and to incorporate community workforce elements such as local-hire priorities, training pathways and veteran hiring programs where feasible. Supervisor Ramos asked staff to coordinate with the county district attorney’s office on wage-theft enforcement provisions.
Why it matters: Building 4 is a major county capital project (roughly estimated in staff materials at $40 million–$50 million). The board framed the PLA as a pilot that could be a template for future construction projects, and directed staff to complete negotiations well before bid documents are issued so the PLA terms can be incorporated into the procurement.
What the board discussed: Public works staff described project history and previous PLA discussions; staff noted prior PLA efforts on other county projects did not conclude and recommended starting with a single-project negotiation. Next steps: County staff and the CEO will open negotiations with the unions and return to the board with recommended terms and timelines. Staff said it aims to finish negotiations well before the planned bid late this year so PLA language can be included in procurement documents.
