Farmington City on Monday, Feb. 3, 2025, held a swearing-in and badge-pinning ceremony at the City Council Regular Meeting to formalize five promotions in the Farmington Fire Department, including the appointment of Heath Walker as full-time fire marshal and Matthew Brown as deputy fire chief.
The ceremony, introduced by Fire Chief Price, recognized five personnel promoted effective Jan. 1, 2025; a sixth promoted captain was not present and will be sworn in at a later date. Chief Price outlined each member’s service and certifications before administering the oath and asking family members to pin badges. "This evening we'll be conducting the oath of office and badge pending ceremony for 5 members of the fire department," Chief Price said.
Why it matters: the council framed the event as both a personnel milestone and a public-safety continuity measure, noting the promoted members’ operational experience and training. Council members and the mayor publicly thanked the firefighters and their families for service and sacrifice.
The promoted personnel and highlights listed by Chief Price during the ceremony include: - Matt Donnelly — 16 years with the department; previously firefighter and lieutenant; certifications cited: incident safety officer, public life safety educator, advanced firefighter search and rescue, and emergency medical technician. Pinned by his wife, Jackie. - Josh Threatt — 5 years with the department; previously firefighter and lieutenant and described as the department’s relief president; certifications cited: live-burn instructor, Fire Instructor II, incident safety officer, and emergency medical responder. Pinned by his son, Dominic. - Brian Hanson — 14 years with the department; previously firefighter, crew leader, and lieutenant; served on operations committees and holds EMT credentials. Pinned by his mother, Marsha. - Heath Walker — described as a 17-year department member and selected Dec. 9, 2024, for the full-time fire marshal position; certifications cited: Fire Inspector I, Fire Instructor II, incident safety officer, and emergency medical responder. Pinned by his father, Tom. - Matthew (Matt) Brown — more than 28 years in the fire service; previously hired as fire marshal in 2024 and accepted the deputy fire chief role in October 2024; certifications cited: public information officer, live burn instructor, incident safety officer, and certified paramedic. Pinned by his wife, Kim, with his daughter also participating in pinning.
The council and mayor offered brief remarks of appreciation after the ceremony. Mayor Hoyt and council members noted family sacrifices accompanying emergency-service careers and invited attendees to a post-ceremony reception with cake and ice cream at Station 1.
The ceremony concluded after all pins and oaths were administered; councilmembers then returned to the regular agenda.
Ending: The City noted one promoted captain will be sworn in at a later meeting; no formal council action was required for the ceremonial swearing beyond recognition of the promotions.
