Policy committee sends wide range of PSBA updates to first reading; policy 5 pulled for legal review

David O'Donnell, chair of the policy committee, opened the Feb. 3 policy committee meeting and said most items under review were PSBA-recommended updates with limited language changes. Dr. Hoffman reviewed a suite of policies covering governance, student discipline, safety and employment rules and recommended moving the updates forward.
The committee emphasized the changes were primarily technical or alignment edits supplied by the Pennsylvania School Boards Association (PSBA). Dr. Hoffman said, “most of them are the PSBA update, recommended updates with minimal language changes.” The committee discussed specific items that carried operational or legal implications, including committee appointment language in Policy 5, updated definitions for discipline of students with disabilities (policies 113, 113.1, 113.2), students’ nonresident eligibility (202), threat assessment (236.1), hazing (247), military-connected students (254), resignation/resolution language in employment contracts (308), educator misconduct and Title IX linkages (317), uncompensated leave (339), tuition reimbursement (607), state bid/quote thresholds (610/611), opioid antagonist language (823), and school security staffing tied to Act 55 of 2024 (805.2).
On Policy 5 (organization and appointment language), committee members asked for clarifications about appointment timing for the Bucks County Intermediate Unit and the Upper Bucks Technical School, and whether appointments are votes or presidential appointments. Mr. Spear noted that, as to vocational CTE joint operating committees, “those are actually votes, they’re not appointments,” and asked that the policy be checked against the school code. The committee agreed to pull Policy 5 for legal review rather than advance it.
The committee also discussed operational implications of other updates. On hazing (Policy 247) committee members noted the policy carries two fine levels ($50 and $150) and that the superintendent has authority to withhold physical diplomas or transcripts until fines are paid, while clarifying that withholding a diploma does not prevent graduation. On school security (Policy 805.2), members reviewed Act 55 (2024) language that requires at least one full-time security person and clarified the district’s current mix of school resource officers (armed SROs) and unarmed school security personnel and the district practice of certifying compliance to the state each year. In several places the committee requested minor wording and cross-reference edits (for example, correcting “Quakertown Community Education Committee” to “Education Foundation” and tightening the Employment Contracts phrase to read “board resolution involving employment conditions.”
After discussion, the committee agreed to advance the package (except Policy 5) to board first reading. Dr. Hoffman summarized the administrative action: the policies discussed will be placed on the board’s first-reading agenda next month; the single exception (Policy 5) was pulled for legal review.
