The City of Chaska City Council on Feb. 3 appointed members to four citizen advisory commissions and recommended the chair and vice chair for the Parks & Recreation Commission.
The council approved appointments to the planning commission, naming Carol Assen, Todd Urbanski, Sarah Rasted and Scott Sailor. The council also appointed Terry Schwirm, Elizabeth Weinveen and Mike Heuer to the Parks & Recreation Commission; Kichi Duffy (alternate) and Juhi Gahi (student) to the Human Rights Commission; and Chandra Nagasetti, Prescott Phillips, Aaron Doobie and Caleb Snyder to the Heritage Preservation Committee. Separately, the council voted to recommend Jason Branch as 2025 Parks & Recreation Commission chair and Elizabeth Winding as vice chair for council appointment.
Why it matters: citizen commissions advise city staff and the council on land use, parks programming, human-rights matters and heritage preservation. Filling open seats restores full membership on multiple bodies and allows commissions to proceed with their work and subcommittees.
How the votes proceeded: Council member Hatfield moved the planning commission appointments; Council member Benesch seconded. The parks appointments motion was moved by Benesch and seconded by Graf. The human-rights appointments motion was moved by Graf and seconded by Chevlin (recorded as second). The heritage preservation appointments were moved by Hatfield and seconded by Venisch. The council moved the Park & Rec chair recommendation (motion by Grau, second by Chevlin) and the vice chair recommendation (motion by Benesch, second by Shevlin). Each motion was approved by voice vote in the meeting record.
Details and limits: Council members noted a strong applicant pool and said competition for openings was high; staff indicated the Parks & Recreation student seat was not filled during the appointments round. Council members also said they retain applicants' contact information for future openings.
What’s next: The appointments take effect according to normal commission procedures for seating volunteers; the council recommended the Park & Rec chair and vice chair for formal appointment at a future council action (staff stated the council will process those appointments).
The council did not reference any state statutes, ordinances or other legal authorities when making these appointments during the meeting.
