Representative Jordan Redmond, sponsor of the bill, told the committee its aim is to "release any confusion on payments dealing with Medicaid enrollees that also have, 3rd party insurance." He said the measure would ensure providers are paid "promptly and correctly" and would make clear that the primary insurer must honor prior authorizations for services covered by that insurer before Medicaid pays. Redmond cited the Katie Beckett program — which provides Medicaid coverage for certain children with complex conditions — as an example where families may also have employer-sponsored primary coverage.
The bill, Redmond said, is intended to guarantee that Medicaid remains the payer of last resort and to reduce improper use of taxpayer funds. The committee recorded no requests for further technical or policy questions after Redmond concluded his remarks.
Representative Healy moved to send House Bill 31 to the floor with a due pass recommendation. The committee approved the motion by voice vote after the chair called for "aye" and heard no opposition, and the clerk declared the motion passed.
House Bill 31 will next appear on the House floor. The committee then took up House Bill 30 and adjourned later in the meeting.
