Committee introduces bill clarifying LPN duties under RN delegation

Representative Dore Healy, sponsor of RS 31965, told the House Health and Welfare Committee that the bill would update statutory language about delegation of tasks by registered nurses to licensed practical nurses.
"This legislation updates the statutory language regarding the delegation of tasks by RNs to LPNs," Healy said. She said the bill removes the phrase "contributing to," which she called "very, very vague," and replaces it with language allowing LPNs to perform delegated assessments to clarify their scope of practice.
The bill’s sponsor said the change is intended "to better reflect the practical roles and responsibilities of our licensed practical nurses" and to "create better safety and quality of care for all of our patients." Healy asked the committee to introduce the bill for print and further consideration.
Representative Wheeler moved to introduce RS 31965. The committee adopted the motion by voice vote; the clerk recorded "Aye" and the chair said the motion carries. No member rose in opposition during the recorded introduction.
The measure will proceed to a committee print hearing for more detailed review; the sponsor indicated additional detail would be provided if the bill is printed.
The committee then moved to its next agenda item.
