City compiles state appropriations requests: 9th Avenue pond, Meadowood generator, airport FBO, Zephyr Park improvements among asks

City staff presented the City Council with four state appropriation requests the city plans to seek in 2025 and described other, parallel conversations about larger regional stormwater needs.
The four requests in the city’s packet are:
- 9th Avenue pond improvements (Yingling’s addition neighborhood): $850,000 request with city match estimated at $150,000; staff said lidar and surveys are underway to determine additional storage capacity and grading options.
- Meadowood Estates stormwater pump generator: $150,000 request to install a generator at the Meadowood pump station so the pump can operate during power outages.
- Airport fixed‑base operator/terminal improvements (FBO/terminal): $5,500,000 request to fund landside access, aircraft apron/parking, a passenger/pilot lobby, rental car space and related amenities.
- Zephyr Park improvements: $5,000,000 request with a proposed city match of $1,000,000; staff noted that stormwater and park functions overlap and that a regional approach to Zephyr Creek drainage could change how projects are scoped.
Staff said it is also continuing talks with Pasco County, SWFWMD and state representatives about larger Zephyr Creek watershed projects that may be eligible for federal and state resiliency or infrastructure appropriations. The city manager and council members discussed coordinating county and state funding, and staff said coordination with congressional and state delegations is underway to pursue available appropriations and grants.
Next steps: staff will continue technical surveys (e.g., lidar at 9th Avenue pond) and pursue intergovernmental coordination for stormwater/creek projects while advancing the appropriation requests through legislative channels.
