Committee introduces measure to raise community college tuition cap

Representative Lance Clough introduced RS 31925 to the House Committee on Education, asking the panel to approve introducing a request statement that would raise the cap on community college tuition and fees from $2,500 to $3,250.
The measure, Clough said, was “a very simple RS” that updates the statutory cap last adjusted in 2016. Clough told the committee the current law permits up to a 10% tuition increase per year but that community colleges he consulted do not expect to exceed a 5% increase in an initial year, if they raise tuition at all. Clough also said technical language on page two of the draft comes from Legislative Service Office standard wording changes.
Clough and staff provided a preliminary fiscal estimate: statewide increases would be “$1,500,000” and would depend on a mix of tuition, property taxes and some state funding, including funding for career-technical education.
Representative Nelson moved to introduce RS 31925. The committee approved the motion by voice vote and the request statement was introduced.
No final tuition changes were adopted in committee; RS 31925 is an introductory request statement that, if advanced, would permit later consideration of statutory change, fiscal impacts and implementation details at subsequent stages.
