Under the proposed concession, the vendor would pay $3,000 for the first year and subsequent annual increases tied to the Bureau of Labor Statistics Consumer Price Index for the West Region. The agreement allows non‑motorized craft (kayaks, canoes, paddle boats and similar) and does not permit motorized watercraft; the vendor would operate seven days a week during the season, including weekends and holidays.
Why it matters: Atlas Mill is the city’s newest waterfront park and draws heavy visitor use. Staff said the concession mirrors an existing rental concession at Independence Point and is intended to expand recreational options for families and visitors while formalizing permitting and loading operations.
Staff described how the vendor might start with a drop‑off/ticketing model rather than a permanent booth; if the operation proves viable, the vendor could add a small prefabricated booth in a later season. Staff also noted river flow and dam operations affect safe launching; the vendor may delay start dates until flows moderate after dam operations change.
Motion and vote: Commissioner Lean moved the recommendation; Commissioner Bakes seconded. The commission voted in favor with no opposition recorded.
What’s next: Staff will forward the recommendation to City Council; the agreement establishes initial fees, seasonal operations and the non‑motorized concession terms.
