Business Committee introduces data-security standard, CTA memorial and six de-licensing measures

The Idaho House Business Committee introduced multiple measures that would affect insurers, small businesses and occupational licensing.
Representative Jordan Redmond told the committee he was introducing RS 31816 to create an Idaho-specific standard for insurance-related data security. He said the proposal would require breach reporting and protections for personal information and would apply to insurance companies and agencies with more than 50 employees so as "not [to be] overburdening on the small business." Representative Jordan Redmond, District 3 (Kootenai County), asked the committee to introduce the RS; Representative Crane moved and the committee approved the motion by voice vote.
Redmond also introduced RS 31964, a joint memorial asking the U.S. Congress to repeal the Corporate Transparency Act. He told the committee the memorial was prompted by compliance confusion and possible fines that would burden small businesses. He said he hopes the federal delegation will pursue repeal and that he had been contacted by the state controller about compliance issues. Representative Redmond described the memorial as a request that Idaho's congressional delegation seek repeal; the committee approved introduction by voice vote.
Representative Jeff Ehlers introduced six related RSs that would remove state licensure for specific occupations. Ehlers said his review focused on whether a public-safety justification existed for each license and how many licensees and complaints exist. The six RSs would repeal licensing sections (the sponsor identified six RS numbers) covering genetic counselors, shorthand reporters, thermal stylists, makeup artists, glamour photography and denturists; three of the items involve changes to the Barber and Cosmetology Board code sections, and Ehlers said some functions (for example dentures) might be supervised under another licensed board such as dentistry.
Committee members said they expect robust public testimony at future hearings. Representative Barbieri said she expects safety concerns to be raised, particularly for thermal stylists and makeup artists: "The whole issue was safety, safety, safety," she said. Representative Wheeler and others asked whether registration rather than licensure could be an alternative; Ehlers said he had not yet proposed an alternate regulatory framework and welcomed stakeholders to testify at public hearing. Representative Harris said she wanted more information about denturists and the scientific procedures involved before supporting de-licensing.
