Delaware County commissioners approve appointments, contracts and grants; generator service, blood drives, veteran/adult court funds introduced

The Delaware County Commissioners on Feb. 3 approved multiple appointments, contracts and a matching grant agreement and introduced two new ordinance fund-creation measures for grant-funded court programs.
Key formal actions taken by the board included approval to reappoint Patricia Freeman to the Yorktown Public Library board, approval of an on-call engineering consent assignment from Triad Engineering Services to Versus Engineering, approval of a countywide blood-drive partnership, approval of an annual generator service proposal, and acceptance of a state Local Roads and Bridges matching grant agreement covering several county road projects.
The board voted to take multiple highway bid packages under advisement and asked county staff to produce a public spreadsheet with bids before final award. The commissioners approved right-of-way purchases for Bridge No. 112 (parcels with Michael A. and Ruth C. Hinkle and Connor Family Farms LLC) and approved a proposed $3,859 wired audio upgrade for the meeting room to fix ongoing audio problems.
The health department’s contract with New Norm (Faith Builders Ministry) to use Health First Indiana funds to assist emergency sheltering for people experiencing homelessness was approved by roll call vote. Commissioners also approved an agreement to assign Triad’s on-call engineering contract to Versus Engineering following the firms’ merger, and they authorized the consent document.
Two new ordinance measures were introduced for first reading: Ordinance 2025-03 to create a separate fund for grant-funded Delaware County Adult Drug Court and Ordinance 2025-04 to create a fund for the Delaware County Veterans Treatment Court to make quarterly/state reporting and audit separation easier for grant accounting.
The county approved claims totaling $1,815,777.50 and payroll for pay period 1/29/2025 totaling $1,084,187.77 after discussion about improving invoice descriptions in the county’s payment system.
Several roll-call votes recorded commissioners Mister Graham, Mister Reagan, Mister Brand and Mister Henry as voting in favor on items where roll calls were requested; meeting minutes show unanimous recorded roll calls on those items.
